According to the Act of Organization and Working Method of Capital Podgorica Administration ("Official gazette of Montenegro – Municipal Regulations", No. 38/10 from November 23rd 2010, 08/11 from March 4th 2011),

Capital Podgorica administration bodies are established, special and other offices are founded, their activities and work method are defined as well as other issues significant for their work.

Capital Podgorica administration bodies perform the activities defined by the law, by the Statute of the Capital and other official statements.

Capital Podgorica administration bodies are established as: secretariats, administrations and directorates.
For performing specific activities, special offices are established. 
For performing professional and other activities for the Mayor, Head Administrator, manager and administration bodies professional offices are established.
For performing activities which need expertise and work independence, the Mayor can establish an agency by special act.
